Sheff Wed Faces Serious Challenges, States New Football Authority

'We are going to be a part of football's future' - newly appointed regulator the regulator's chair

The team's current difficulties constitute a "serious issue" and the new football authority is looking to gain the ability to look into club affairs in such situations, its new chair the regulator has declared.

Through a comprehensive talk, the chairman, who was recently selected, voiced concern towards supporters of the Owls.

Kogan met with four supporter groups representing the Championship side recently.

The football club have been struggling on and off the field in the current year, with the club failing to pay players on time on several different times, including in September.

"Clearly Sheffield Wednesday has been a major concern for the league and a major challenge for the sport," the chairman stated.

"Sheffield Wednesday is one of the great brands for the English game and in recent days we have met supporters' organizations.

"Our aim is to acquire the ability... which will enable us to take Wednesday and comparable cases submitted for our review if they need to be investigated and addressed."

Monetary Issues and Proprietorship Status

The team's struggling chairman the Thai businessman suggested earlier this year he would be open to selling the club at Hillsborough, but he has failed to complete a sale with interested parties.

Failure to pay player wages on time in March and May led to sanctions by the football authorities in summer, blocking the team from conducting any transfers or loans for the following recruitment periods, although those limitations were removed in late summer.

Authority's Position

The chairman stated: "Our role exists to serve the Owls followers, other clubs in similar situations where supporters are loyal to a community organization that has existed throughout their lifetimes in many cases.

"I have absolute sympathy for Sheffield Wednesday, as I do for every team that in modern times have encountered failure, or approached financial ruin, for factors unrelated to the fans themselves."

Questioned about whether the authority might compel an chairman to relinquish a club if they are considered unfit, the chairman responded: "Should the inquiry concern 'would we intervene in the final instance?', the answer is once we assemble the facts and understand the situation, we will."

But the regulator clarified that requiring chairmen to relinquish clubs would be treated as a "last resort" and the authority would rather to collaborate with owners.

"Our least desirable course of action is begin intervening in an individual club, an individual owner, without having the opportunity to collaborate with that chairman to fix the challenges confronting the team and the owner's facing," the chairman stated.

"But the truth is, when you look back over the history of the game, over the recent generations there have been certain proprietors, few in number, but particular people who have shown negligence in the approach they have taken toward their teams and eventually decline to assume obligation for the coming years."

Wednesday followers have been demonstrating against the team's chairman during the current campaign

'If we get it wrong, extraordinary progress vanishes'

The regulator engaged representatives from 110 clubs to detail the scope of the regulator on Wednesday and stated it constituted a "progressive gathering" with a "high level of engagement" from the lower divisions to the top flight.

"This position carries substantial significance, because if we get it wrong, if the world of football gets it wrong, the extraordinary progress that's been made could disappear rapidly," Kogan said.

"Such an outcome is universally undesirable in the context of the English game is a huge success story - we've got to keep it going.

"Substantial financial resources flowing into the game and has been channeled for the last 20 or 25 years, because certainty is lacking it will persist in entering the game, which is among the factors explaining I think we have to take a really clear view on risk and of course, of the next two or three years."

Premier League Concerns

Elite division representatives objected to the creation of a regulator because of concerns about detrimental effects on the elite division's competitive balance, but the chairman responded: "I fully support the prosperity and expansion as an commercial operation of the elite league.

"As someone who appreciates the apprehension regarding damaging the Premier League as a premium product of this country. But at the same time, if you talk to the Premier League after this week's discussion, they would have had a significant degree of comfort -and, in fact, they have been telling us in private they have a significant confidence."

Political Connections

The regulator remains subject to a "comprehensive investigation" by the official appointments authority after he revealed he contributed money to the opposition group in recent years.

The official donated money to Culture Secretary the politician's campaign, along with that of the current Prime Minister.

"I have fully disclosed my former ideological connection [with Labour], and that political affiliation came to an end the day the parliamentary committee confirmed my selection," the chairman stated.

"I am presently disconnected from any sort of politics."
